Browsers handle tooltips differently, both in how much text gets displayed and for how long it stays visible. From my tests Opera is the only browser that leaves the tooltip visible as long as the mouse hovers over it. In all other browsers it disappears again after ~5 seconds.
- Displays for as long as I keep the mouse cursor there in Firefox 3.6.3.

Internet Explorer 6
I know almost nobody uses it any more, I wasn't able to test newer versions though as they are not available on Windows 2000.
Firefox 3.5.3 and 3.5.9
The preceding from Gunde 13:16, 24 May 2010.
The example are from List_of_mixed_drinks.
Icecat 3.6.3 (Firefox)
On Gentoo using Icecat 3.6.3, which is basically Firefox without the non-free artwork and a few different settings, the tooltips remain visible as long as you hover over the link.
There is a bug where the tooltip displays part of the tooltip wrong at first (not shown) and you need to move away and come back to see it properly but it's not very clear what is responsible for that, Firefox, dependencies, desktop (Gnome, Xorg-server, etc.) It will probably be fixed eventually.
