Browsers handle tooltips differently, both in how much text gets displayed and for how long it stays visible. From my tests Opera is the only browser that leaves the tooltip visible as long as the mouse hovers over it. In all other browsers it disappears again after ~5 seconds.

Icecat 3.6.3 (Firefox)
On Gentoo using Icecat 3.6.3, which is basically Firefox without the non-free artwork and a few different settings, the tooltips remain visible as long as you hover over the link.
There is a bug where the tooltip displays part of the tooltip wrong at first (not shown) and you need to move away and come back to see it properly but it's not very clear what is responsible for that, Firefox, dependencies, desktop (Gnome, Xorg-server, etc.) It will probably be fixed eventually.
