The elegant rings created by Gillimer's Ring of Temperate Weather are an oddity. They are identified as an artifact by FCI:
> cast fci on elegant ring You prepare to cast Fabrication Classification Identification on the elegant ring. You feel at the mercy of the elements. You wonder about the elegant ring. You peer at the elegant ring, probing at its ticklish parts. You coax the elegant ring to make it reveal its basic identity. The elegant ring warms suddenly, like a spring afternoon. The elegant ring returns to normal.
But CFD says they are not a charged artifact:
> cast cfd on elegant ring You prepare to cast Crondor's Fabulous Detection on the elegant ring. You tap your staff grandly on the floor, considering the strength and solidity of an ancient oak tree. Concentrating on the solid strength of the gold ring, you compare it with the elegant ring. You probe the magical power in the elegant ring by turning it over and over in your hand and your mind. The elegant ring isn't a charged artifact.
And the recharge command won't work on it. Although you can 'recharge' it by recasting GRTW on it.
The hyaline amulets created by Ellamandyr's Hyaline Amulet are not considered an artifact by either spell. The monkey created by Doctor Worblehat's Flaming Primate Premonition is also not considered an artifact.
I personally think all of them should be considered an artifact by FCI, hopefully with FCI giving some indication of how much "charge" they have left. CFD seems to be tied to the recharge command so it would probably need to continue saying these objects are not "charged" artifacts (inconsistent though that seems).

Ecthelion and I did some investigation of the apparently anomalous value of 1/2 a pinch of purple mineral powder per charge on the pine wand in the course of investigations on how black shells work, and discovered that pine wands actually use 2/5ths a pinch per charge. We verified this by using grey dust to charge a pine wand (grey dust is 1/100th as potent as purple mineral powder, and it took exactly 40 pinches of grey dust to put 1 charge on the pine wand).

It looks like there have been some minor changes to some of the artifacts, most likely linked to http://discworld.starturtle.net/lpc/blog/blog.c?action=filter&blog=recent%20developments&id=433 ;
Oak wands are now Level 50 (was 8), pine wands Level 40 (was 25), and balsa wands Level 100 (was 200). Levels of all other artifacts are still the same. Need to check if anything else has changed (GP, recharge energy, etc...).
