Research:Vault

Is vault access generally limited by your criminal status? In OC, I got this message when trying to access my vault:

Will exclaims with an Ohulan accent: Hey, I don't let criminals store their ill-gotten goods here!

I have not seen that anywhere else.

I think killing the vault npc might also do that, but I'm not willing to try it...

Certainly being a criminal in AM doesn't remove access to the Vault and I'm not aware of any other general crime system doing so.
