Grabbing the amulet seems to require a modest amount of both unarmed skills:

There is a creak and a groan and the wizard's whole arm falls off, sending the bones of unburied men, women and children skittering across the ground. The silence is deafening. Bound item

The blood-red amulet seems to be bound to whoever retrieved it:

"The blood-red amulet rapidly begins to heat up in your hands, as if threatening you were you to put it on. It seems that it doesn't recognise you as its rightful owner. The blood-red amulet cannot be worn."
