Von Hasselhoff's Skin Condition (abbreviated as VHSC) is an offensive spell that gives the target a nasty skin condition that reduces their stats and deals damage.
The following skills are used in the stages of this spell:

You roll the skin up and tear several holes into it. You take the rolled up skin and slowly twist it until it begins to break and bleed. You utter random magical-sounding gibberish from deep within your throat. You stroke the skin gently then point at <target>.
A wave of darkness washes over <target> and after it passes you see <target>'s skin seem to twist around his body, tearing painfully away from the flesh and fat underneath and leaving horrible wounds in its wake. <target> gasps in pain as his skin tears and rends.
Failure (spell rebounds)
A wave of darkness washes over the <target> and after it passes you see the interesting peasant's skin seem to twitch momentarily before subsiding. You feel terrible agony as your skin appears to shift along your body, tearing away from your fat and muscle and leaving huge tears in its wake.
What the target sees
What others see
Wizard rolls up a piece of human skin and then tears some holes into it. Wizard twists the rolled up skin until it begins to to drip blood. Wizard utters several mysterious and ancient words. Wizard strokes the skin lovingly then points at <target>. A wave of darkness washes over <target> and after it passes you see <target>'s skin seem to twist around his body, tearing painfully away from the flesh and fat underneath and leaving horrible wounds in its wake.
When the spell ends
The <target>'s skin shifts back into place, healing magically.
Being under this spell's effects also adds a line to your description:
He looks as if someone twisted all the skin on his body leaving horrible tears and huge bloody places where the muscle is clearly visible.
Failing the spell can cause the caster to suffer the effects instead.
