Decided to ignore normal rabbit eyes for now (for flavour, and cannot be ground).

Used Large red bottle (capacity 4000 drops).

Added 1 pinch of eyebright and 1 pinch of carrot to a bottle, then filled it 1/4 full of water.

The large red bottle is about one-quarter full with one cup of water, with one pinch of ground carrot and one pinch of ground eyebright swimming in it.

This unmixed "water + herbs" cannot be brewed.

Tried using scumble instead, 1 pinch of eyebright, 1 pinch of carrot, 1/10 full of scumble.

The large red bottle is almost empty except for three ounces of scumble, with one pinch of ground eyebright and one pinch of ground carrot swimming in it.

Added more scumble (2/10 full).

The large red bottle is about one-quarter full with seven ounces of scumble, with one pinch of ground eyebright and one pinch of ground carrot swimming in it.
It is about one-quarter full.

Generally unbrewed tea ingredients will "dissolve" in water to form teas of different colours, but in this case doesn't.

It is very likely this tea still isn't coded and cannot be brewed, as per Clover's previous research.
