Municipalities are cities, towns, or villages.

This category is, specifically, for the ones you can enter and explore--even if they are small. Sub-areas of municipalities can also go here, though if there are enough of them it may be desirable to give them their own subcategory.

Any cities, towns, and villages which are functionally just non-interactable landmarks--that is, you can see them on a map and perhaps look at them from the outside, but not actually enter them--should go in Category:Undeveloped locations instead.
